Project Phase 3
The third phase, started on 1 January 2024, involves a quantitative, nationwide survey on Access to Justice in Libya. This survey was modelled on international 'path to justice'-surveys, but also included criminal concerns.

The third phase, started on 1 January 2024, consists of a nation-wide survey on access to justice, inspired by Hazel Genn’s Paths to Justice-surveys and crime victim surveys. The objective is to map in a quantitative manner: the prevalence of justiciable problems or 'justice concerns', the actions undertaken by justice-seekers, and the responses or remedies they have received from various state and non-state justice providing institutions.
The survey has been carried out in September 2024 and includes a total of 3975 respondents across the country. The survey covered a wide range of problems, including topics such as, amongst others, crimes, housing, family and employment. Respondents were asked if they encountered any of such problems in the last five years. In order to better understand how people in Libya deal with justiciable problems, the survey asked whether they went to advisors (from personal connections to lawyers) and justice institutions (ranging from courts to wisemen councils), and how their experiences with such actors were. Additionally, all respondents were asked about their opinions on the Libyan justice system.
The first results of the survey are expected to be available in the spring of 2025.
