New Publication: Access to Justice in Libya Survey Codebook and Dataset Now Available
The Codebook for the Access to Justice in Libya (A2JiL) survey is now publicly available, together with the full survey dataset.
This landmark study is the first nationally representative survey to examine how people across Libya experience and respond to everyday legal problems. Covering a wide range of issues—including employment, housing and land, family matters, citizenship, financial and consumer disputes, personal liberties, and crime—the survey interviewed nearly 4,000 individuals across Libya about the justiciable problems they encountered between 2019 and 2024, the actions they took, and the outcomes they achieved. The survey also provides valuable insights into public trust in key justice institutions.
The survey forms part of the Access to Justice in Libya (A2JiL) project, a joint initiative of the Benghazi University Centre for Law and Society Studies and the Leiden University Van Vollenhoven Institute for Law, Governance and Society.
The project was led by Professor Suliman Ibrahim. The core research team included Dr Fathi Ali (Survey Director), Ms Gieneke Teeuwen (Quantitative Researcher), senior experts Professor Zahi Mogherbi, Professor El-Koni Abuda, Professor Nagib Al-Husadi, and Professor Jan Michiel Otto, as well as principal researchers Dr Jazeeh Shayteer, Dr Hala Elatrash, and Mr Mohamad Lamloum.
The project also benefited from the expertise of Mr Ihab Al-Fallah, who provided IT assistance, and Professor Yousef El-Gimati, who was responsible for data cleaning and weighting. Data collection was carried out by a nationwide field team comprising six supervisors, eight team leaders, and approximately 120 enumerators working across Libya.
The survey codebook was compiled and prepared for publication by Dr Fathi Ali and Ms Gieneke Teeuwen, providing detailed documentation of the survey design, variables, coding structure, and data processing procedures to facilitate secondary analysis and future research.
In addition to the dataset and codebook, two accompanying publications are already available online: a substantive report authored by Ms Gieneke Teeuwen and Prof. Suliman Ibrahim, and a technical report authored by Dr Fathi Ali.
